Donations/GDP is a reasonable factor to consider. The U.S. is close to 0.2% of GDP with 47.82 billion in aid compared to 25 trillion in GDP. Germany is higher at 0.3%. Still, given Germany's proximity to the events, I would expect a lot higher percent from them than from the US. I'm not asking for more from the Baltics (since I know they give a lot proportionally), and I'm not even saying that Germany should match the Baltics' percent of GDP in contributions. But if Germany matched Poland at 0.6%, that would be another 12.5 billion in much needed aid, which buys a lot of Leopard tanks.
