I'm not sure I buy it. Russia is making small gains in the outlying suburbs of Bakhmut, and I suspect will probably eventually take it. I think a bit like the battle for Severodonetsk/Lyshyshank, Bakhmut represents an opportunity for Ukraine to impose a high cost on Russian troops, so Ukranians holding out as long as possible is a good way to chew up Russian troops (in this case, lots of Wagner troops). Estimates in December were that Russia was losing 50-100 troops a day there.
