Twitter right now has a lot of issues, and a lot of very reputable celebs and companies have opted to take a break from that platform. Can't imagine the typical Stanford recruit is that worried about a coach twitter page, and probably would not be impressed by a coach with a well maintained Facebook page.
In some other aspects this makes sense for a Stanford hire. If the coach was really eager to boost the number of followers, likes and subscribers then that coach probably would be waiting for an offer from the SEC.
Stanford and the Pac-12 have a lot of promotional problems that are much higher priority. Once the Pac-12 changes the rotation of the planet, finds sources of unlimited fresh water for the region, and gets citizens in the Pac-12 footprint to tie their sense of identity to the conference's sports teams THEN the member schools can work on the smaller stuff like social media. LOL.
