I don't know how accurate this is, but if true, sounds like another war crime to me.

It would be if that is what happens. One argument against this approach by Russia is that their capacity to move equipment and personnel across the river is limited. They are using pontoon bridges and ferries. Taking along extra people cuts into their capacity and slows them down, exactly what they don't want. However, they might still do it.
