Those T-90s very probably are part of a class A unit transferred from some distant part of Russia. If committed, they would be expected to do much better than recent conscripts.

Obviously not the same areas, but my guess is Russia is trying to force Ukraine to defend every inch of the border with Russia and Belarus to spread their forces out.
