It did scare the Russians and made a big point. 13 airplanes is not "nothing". Operationally however, it didn't matter much. What mostly got my attention was the headlines that talked about "Destroying Half The Black Sea Fleet Air Force". That looks like a very significant loss until one realizes how small and insignificant that force was.
