I count 30 helicopters (including the 10 Mi-8), 10 transport planes, and 22 jets (18 Su-24M, and 4 Su-24MR).  Loss of 13 of those would seem to me to be quite significant.

You are quite correct. The "Fleet Air Arm" of the Black Sea Fleet is a joke. The helicopters are either ASW (KA-27) or transport helicopters. The only relevant war fighting capability was in the 43 Naval Attack Aviation Regiment. As the Wikipedia article states elsewhere, some of the obsolete Su-24s had been replaced by Su-33s. While it is true the loss of 13 aircraft is indeed a very significant blow to the 43rd, my point was that the entire "Fleet Air Arm" is insignificant. You aren't going to do too much damage with 22 or so planes, over half of which are obsolete and which are not equipped with stand-off weapons. Their operational significance is pretty close to nil.
