I suppose that Putin could use it as a pretext for mobilizing for a full scale war.  He might argue that Ukraine’s invasion of “Russian territory” is causus belli.

As best I can tell, there isn’t that much more that Russia can throw at Ukraine other than conscript a million soldiers train them and through them at Ukraine.

And of course, there is always the unspeakable option.
