Hungary is a parliamentary system; Orban is the head of government and his party controls parliament. It is generally a problem in a parliamentary system if the government can’t get its agenda through. Hell, the Israeli parliament dissolved because it couldn’t pass a routine bill.
Turkey is a presidential system, so in theory there is more independence between the parliament and Erdowan. Technically, AKP doesn’t have a parliamentary majority, so he might be able to raise a fuss.
