It really does raise a lot of issues. What if retired F-16 or A-10 pilots wanted to join the fight to help Ukraine, would the US think about donating those items? I'd assume not, given how reluctant countries are to directly provide fixed wing aircraft to Ukraine, but what's the difference? Russia can't pretend Wagner forces are mercenaries when they are operating in other countries, but Russians when operating in Ukraine. I've also wondered why we don't give and or operate predator drones. At this point there really shouldn't be much off the table, especially if it avoids putting active American troops in danger.
