Because it's hard to intentionally hit a dozen foul balls in a row (although some old timers like Luke Appling were supposed to be able to do it, albeit at a time when pitchers didn't throw nearly as hard as now.) But many batters are able to intentionally hit a dozen (or more) foul bunts to tire out a pitcher.

I don't know about the high school level or travel teams/showcases, but MLB teams definitely teach and emphasize a two strike approach and it's a core part of instruction throughout their minor league affiliates. Some players don't have the ability to make the adjustment but it's not because clubs don't think it's correct to make swing adjustments in certain situations.
