Seems plausible. Have a "referendum" while it is still a war zone. Everybody who would vote no has fled to the west or "died". I wouldn't be surprised if this was attempted even if Russia didn't actually control the entire Oblast at the time of the vote. Naturally, that will mean nothing to Ukraine.

Maybe they can rename them Alsace and Lorraine? The Treaty of Frankfurt was after all signed on 10 May 1871.
