On issue of relocating troops, I think foreign intelligence can really help Ukraine on this issue. Early in the war, they had to be prepared for possibility of Russian and/or Belarussian attacks all the way along their Northern border. They also had to prepare for a possible amphibious assault on Odessa. Now, developments have precluded much of that and so they can safely relocate many of the troops they may have had to hold back, and should get enough forewarning from US/other foreign intelligence which had the initial invasion nailed, that should Russia try to open another axis they should be able to rotate back anything necessary to defend against this.
