Indeed. Supposedly this memorial wasn't officially sanctioned, but was rather organized by the families of those who were currently in the ship plus those who had served in the ship previously. It wasn't a big crowd. It almost seemed, at least to me, as a thinly veiled poke at the Navy asking "What happened to the Moskva"? It wasn't unpatriotic, in fact the opposite, so it would be difficult to disallow it. Retired officers (at least) were there. Yet it did raise the question.
