A year ago, a theory was advanced that Russia needed to invade Ukraine to restore water flow in the North Crimean Canal. Since the invasion, Russia has reopened the canal.

With zero knowledge on this topic as it pertains to Russia I would guess it is the same as the Marines, which very much have been the Navy's infantry in the past, in the US.
