Yes, they have historically been a pretty good team, especially in the last 35-ish years, but not USC (and not Cal, as my guess had been, and not Stanford).

Kal is a good initial guess but they have had two separate Belt reigns, one in 1990 and one in 1993.
U$C and Washington have each had Belt reigns in numerous seasons.
Utah?
Utah is a one-time holder, obtaining the Belt from Colorado State in 1994 when they played in the WAC, and then passing it on two weeks later in an upset loss at New Mexico.
