I am pretty sure a player can volunteer to pay his/her own way, freeing up a scholarship.  Washington State had a player do this a few years ago (Taylor Rochestie) to make room for another player to join the team.  I recall the same debate following Jeffrey Jordan, when he was offered a scholarship.  I don't know the exact NCAA rule, but you could look at those cases for guidance on it.
