Yes. That's my understanding. Think of it as "Dunking okay; gratuitous stuff while dunking (hanging on rim; slapping backboard; screaming inordinately long time; saying "your mother," etc.) will get you a technical. Pretty sure that is not explicitly in the rules, but . . .
