I very much doubt Stanford has that discretion. From one article the Stanford Surgery Dept. chair was encouraging his faculty to forego their shots in place of the frontline residents.

That some senior physicians and other notables would usurp the place of others is as inevitable as the sunrise. 

Hopefully, the issue will be mooted in the immediate future. We will see how this works out, but I suspect we will be swimming in the stuff by mid-February.
