Not a great sign if a theoretically elite medical institution can't even get this right:

I don't think this is some sort of intentional conspiracy by the hospital administration, but you would think this would be handled a little better.

Reading the article, the first thing that crossed my mind on the algorithm was "seniority" of medical staff at the hospital.  Could it be that simple?  (That's not a defense to the plan, just a suggestion on why they face the cluster they do).
