They can't deliver the doses if Pfizer has not made the doses. I suspect this is more of the hold up, but again I can only go based off the tea leaves.

To me the numbers of doses that have been delivered, and the numbers the states are saying they are getting in the near term, are more relevant than the predictions by any of the OWS people, which have been repeatedly too optimistic.
