Agree completely. I thought Newsom’s regional plan achieved that quite nicely.

Actually, what it did is make the county health commissioners opinion somewhat irrelevant, something Dr. Scott Morrow also wrote a (somewhat less IMHO) well reasoned statement bitterly opposing. He is no fan of Newsom taking away the decision making authority from local authority, FWIW.
