I don't think that dystopian future is likely. A vaccine will come out, and even if the virus mutates, remember that the coronavirus family as a whole mutates much more slowly than the flu virus, so even if we have a different coronavirus season each year (as with the flu), the vaccines produced each year will generally be more effective.
Having said that, this hinges on the initial vaccines actually conferring decent protective benefits. If vaccinated individuals fight off infection and survive at 100% but still suffer long-term health effects, we're still kind of in trouble.
