What seems more likely is the WH has had a major outbreak. They can either isolate to stop the spread (unlikely) or they will ignore the outbreak and put many others at risk (highly likely).
FWIW - A COVID outbreak is a massive loser for POTUS45's re-election campaign, so highly unlikely they would select this path over just dealing with the existing negative feedback on other fronts.
