The flip side of the college students not being on campus is that they are somewhere else without controls on their behavior. Thus, do you prefer that they are in their hometowns contributing to the deaths of people around them in their hometowns? You can not eliminate risk in life. You can only attempt to manage it and the tradeoffs.
