The country of about 4 million has just 950 cases and 15 deaths. CT has had over 13,000 cases reported and and over 4k deaths with basically same population. So not only is there no reason other states can't do what CT has to get its numbers way down, there is no reason any states should have had big outbreaks in the first place, given Georgia's experience.I certainly think that particular local conditions play a role in how well any given state can do in getting the numbers down. We see differences between SF County, San Mateo County, and SCC that are difficult to explain. However, I basically agree that with reasonable enforcement states should be able to do much better than they are.
Georgia the country is another matter. Their enforcement policies are not nearly as limited as ours are. They control their borders very tightly because of continuing terrorist (Russian) threat. Their population has been subjected to war in the recent past. They know how to follow orders, and if they don't do so I expect it won't be pleasant for them. Georgia has a geography that favors them as well.
