Even if a school is doing great work on testing, PPE distribution and social distancing, it can all be ruined by a soccer team returning from a road game in Tempe, Houston, Birmingham or even Los Angeles. 

I wondered what the case count per capita was for the cities you mentioned.  "even Los Angeles" is the worst in terms of cumulative confirmed case count.  Active cases now, or in the fall, is a different matter.

Tempe (Maricopa County):  72.5
Houston (City):  (14,313 for 2,340,888) = 61.2   (Active; 8,402)
Birmingham (Jefferson County): (3025 for 659,546) = 45.9
Los Angeles (County minus Pasadena, Long Beach): 81,748 for 9.4M = 87.0
