Other countries are able to test and trace, and some of the successful ones are good at it because they built up their capacity during previous outbreaks -- SARS, MERS, Ebola, H1N1.
Given the fact that these things are only becoming more common -- and, I've seen a scientist predict outbreaks will become more and more common in the future (due to increased development in jungles, increased travel, and Global Warming, which will make mosquito-based illnesses more common), this will just be part of the new, more frequent normal. Testing and Tracing is no greater juggernaut than being a team that went 1-11, facing a #1 U S C team as one of the greatest underdogs ever.
America needs to strap up, put on its pads and win. It has done so -- and won -- over and over in the past.
