I think this all boils down to.

Everyone else thinks the US should be the gold standard for pandemic responses,  especially considering the CDC's successes in the past and our general pro US glasses. 

Then there's GR, who believes our measuring stick is the rest of the Western world.

I think American political responses to crises tend to be on the slow side.   Take drunk driving.  There have been drunk driving laws on the books since 1906, but they didn't really get teeth until 1980, when Candy Lightner founded Mothers Against Drunk Driving.
