Of the rags you mention, I only read the NYT. But my recollection (admittedly faulty) is that the main criticism of the ban is that it was likely to be ineffective, as previous bans had been epidemiologically (which in fact it mainly was). But maybe that's what I remember because that's what made sense to me.
