I wouldn't number these weeks 1 through 14. They should be numbered week 0 through 13, as week 0 has 14 teams playing total. So 116 other teams are "taking a week 1 bye," as you put it...
But if you think about "needing a bye week for William and Mary," I think that's warranted as it's 11-on-22...we're playing William AND Mary. How is that fair?!
Unfortunately USF no longer has a football team, but there are quite a few JuCos in the area. In fact, the CCCSA reports two entire conferences centered in the Bay Area: the North Coast Conference (SF and Peninsula) and the Bay Valley Conference (North and East Bay). That's 18 teams!
