That is an interesting question. It's a common tactic to go after the private party host. My guess is that the Feds and Ford would find some government contract that Ford is working on and claim that the whole trip was a site inspection under that contract and claim the prosecution is interfering with a Federal contract. The problem with that argument is that almost all Federal contracts have a provision requiring the contractor to comply with all laws and regulations. It's not like the reasonable person would think the requirement for masks actually interferes with performance under a Federal contract. Worth a shot for an AG that wants to make a point.
