How will California be comfortable about allowing people from outside the state coming in?

In Taiwan, people arriving from outside are immediately put into 14 day enforced quarantine.  The same is true in Hong Kong and China.  All of those countries have had limited or no transmission for quite a while and they don’t want it to change.

Ironically, the US outside the Pacific Coast is still like the Wild West and is opening up without adequate controls.

Even with a quarantine  — and I hope CA quarantines if it is needed — you can always make accommodations for a small number of people with same-day tests.

The NCAA could require all athletes to be tested weekly, and additionally CA could require tests when a team arrives.

There probably won’t be enough testing capacity like this to let 100,000 fly in to see Disneyland every day, but I bet they would test football players and pro athletes this rigorously.
