Maybe you can run up to them, get within 6 feet, thereby making your instruction consistent with the law. And if that doesn't work you can stalk him up and down the block chirping in his ear until you shame him into his house . . .
Or, you could make sure you and yours follow the rules/guidelines.
I take my exercise walk, about five miles, in the open air, without mask (but with a pair of disposable gloves in my pocket, since I often enter a convenience store.). No more than 25% of the others out and about are wearing masks.
I don't encounter a great many people, but it's a simple matter to maintain the 6 foot distance. In a worst case, you step into the bike lane and step around. Everyone smiles and nods. I don't know why anyone would be exercised by the absence of a mask in these circumstances.
I wouldn't give you two cents for all your fancy rules if, behind them, they didn't have a little bit of plain, ordinary, everyday kindness - yeah, and a little looking out for the other fella, too.
