Because a well documented form of transmission does not involve a surface. Sick patient touches face or coughs into hand -> shakes hand with healthy person -> healthy person rubs an itch in nose. Washing hands interrupts the chain of transmission.
When most people wear a mask, they will touch the mask periodically to adjust it or touch their face because the mask gets uncomfortable with extended use. Again, if your hand has picked up the virus, you have just inoculated yourself.
