Here's a roadmap proposed by a group headlined by Scott Gottlieb

Most of it has already been mentioned in this or other threads, including the need for more thorough testing and the need for everyone to wear masks.
It suggests 4 phases.
1 = Slow the spread
2 = state by state reopening
3 = establish immunity protection/ lift distancing
4 = rebuild for the future
