I find it crazy that presidential candidates are still having rallies. Is it really that necessary? Are those couple thousand voters the make it or break it ones? In this day and age of internet outreach, can't we find a better way not to risk mass transmission?

Ditto.  Maybe do some YouTube videos that can be seen by more people anyway. Host a webinar and take questions.
