Santa Clara County just issued new guidance as follows:

At this time, we recommend postponing or canceling mass gatherings and large community events where large numbers of people are within arm’s length of one another.

In a Q&A session, county officials mentioned concerts and arena events as examples of such "mass gatherings and large community events." They did not discuss college or youth sports events. They are not closing schools.
