I think so, but the NACDA site has inconsistent information.
The points for the "64-Team" bracket (Upper right on linked PDF) show no points for teams finishing 65th or lower:

However, last year Providence ( #61 on linked PDF) blew a 17-point lead and lost in the play-in against USC, and still earned 5 Cup points:

So, I expect that the four play-in losers this year will each earn 5 Cup points. That would give UCLA 69 Cup points so far in the required sports compared to 83 for Stanford.
