The delay of game issues are what they are, but I think the slow tempo is particularly vulnerable to Washington State, and may account for the team's struggles over the past three years (i.e. since Grinch got on the scene). The more time you bleed from the clock, the more pre-snap shifts the defensive line can throw in to confuse the opposing offensive line.
So I do blame the offensive staff for not counteracting that, or at the very least replicating their successful use of Kevin Hogan's read-option keeps in 2015. While I don't think Costello is quite the athlete Hogan is, he's good enough to make the opponents think.
