I'm reasonably sure Maisel was trying to say that Hart thought he could no longer coach effectively.

Given what he had to work with I thought he did a pretty good job, but obviously he would know better than I.

It does sound like the job had stopped being fun for him, so if he didn't have to, why put himself through it.
