Depending on his family's financial circumstances perhaps the scholarship is not so critical in terms of affordability. If he qualifies for a waiver of tuition and/or room or board, perhaps he is figuring it's worth a shot for a year to see if he can work his way to a scholarship. Good for him for seeing the value of our 40-year opportunity. Good for us for making these outcomes more feasible.
