You think allowing college athletes to sign endorsement deals would make this system less corrupt?

The age restrictions are up to the professional leagues. And as far as I'm aware, the courts have supported the professional leagues in this. I agree with you that this would be ideal, but I don't foresee it happening, and I don't think it's a good reason to force the NCAA to pay student athletes.
