Maybe I'm missing something obvious, but how do you phase in freshman ineligibility without causing each program to be short a year's worth of recruits?  Would you have to expand the number of scholies and then let a few years pass to swell the ranks of the upper classes?  (I only skimmed the article, so if he answered this question, I missed it)
