The ambitious proposal is Stanford’s first foray into adopting a new growth plan since 2019, when its last attempt to update its General Use Permit collapsed after three years of public hearings. At that time, members of the Santa Clara County Board of Supervisors and community stakeholders demanded that the university provide more affordable housing and stronger transportation measures to mitigate the impacts of its academic growth.
