Does anyone know where that moniker came from?
Just last weekend, I was flown down to Puerto Vallarta to officiate a wedding (I know, tough life). Anyway, I met a Cal fan there who insisted, based on his limited experience in northern New Hampshire, that the East Coast is prejudiced, as is, basically, everywhere outside of Berkeley where there are "no boundaries." Not to downplay the reality of prejudice, but it seemed to me that this sort of sweeping generalization is precisely what he was decrying. At any rate, I decided not to argue because he was drunk. I nodded and smiled, slowly making my way toward drowning my sorrows after my smartphone screen told me the result of the Oregon game.

But were they the 59ers in the 1940's?

They have always been 59ers. They just didn't know it until 1960.
