I believe the answer is “nobody”. The logo was drawn to be deliberately vague and could represent almost any batter.

It depends up on who you ask. That was Jerry Dior's comment when he created the logo, that it was a composite and not based on any single batter.
Harmon Killebrew was convinced it was him. He was in the MLB offices, and happened upon a graphics artist who was using a photograph of Harmon in his batting stance. Killebrew asked what he was doing and the artist replied "designing a new MLB logo." Killebrew didn't think much of it, and didn't ask for or seek compensation. But he did want it on record, if in fact he was the model. He asked former MLB head Bowie Kuhn if the logo was based upon Killebrew, and Kuhn replied, "honestly, Harmon, I don't remember."

I always thought the Killebrew story was apocryphal. FWIW, MLB's position is that it is not Killebrew based on Dior's comment.
