The thing is that players are just going to need to be taught to tackle differently so that they aren’t at risk for a targeting penalty. If you make the penalty severe, then players will be taught to avoid it. And in the long run, it will make the game safer.

Yes, that is the basic logic that seems to elude most commentators.  It has to be a severe enough penalty to influence outcomes.
